Intelligence Driven Policework - How to Make it More than a Catchphrase

Employee Evaluations - Conversation and Agreement > Lecture

Troops on the streets of DC, troops on the way to Chicago / Portland and then diverted, troops on the streets of Memphis. Several interviews this month with a career attorney and soldier lead me further to believe that the potential for this to be a step in the right direction is here! He discusses the importance of staying positive in the face of what we don’t Control and figuring out how to help that thing help our community.I hope that anyone on patrol or new to a proactive criminal enforcement unit checks out the consensual encounter and report writing pieces. Understanding the fourth amendment, what the exceptions are and how to apply them will multiply your effectiveness. Once your unit sees you doing this effectively then they are likely to copy what you’re doing and next thing you know the unit got better! Writing a clear, concise police report absent of technical police jargon that matches the body worn camera, and any other video surveillance and witness statements will save your case and more importantly - your career!Anyone in any level of police supervision has dealt regularly with problematic employees. That’s why managers and supervisors exist. If everyone just did the right thing all the time and knew their job then we could just have a chief and a bunch of officers and detectives.  Especially if you are new to supervision or just being transferred as a supervisor to a new unit, you can expect to have some issues shortly after you arrive. Keep it Consensual!

We’ll pin to the episode, and would love a dialogue.The 4th Amendment - which protects US citizens from unreasonable searches and seizures by the government - has exceptions.  One of these exceptions is CONSENT!  Most police think of the 4th Amendment to apply to searches.  Think also of seizures of persons.If you forcibly stop someone - blue lights, sirens, commands, handcuffs - you have seized their body.  If they consent to speaking with you...you're good!Why in the world would they consent - agree - to speak with you if they are a 3x felon carrying a gun?  A drug dealer carrying 9 ounces of Heroin?  A child pornography producer with a hard drive in his backpack that will get him 30 to life?Listen to this episode to develop your understanding of the legality of a consensual stop.  They did nothing wrong - no stop sign violation, no speeding, no nothing.  However, you have a suspicion and you want to speak with them.  This is the science.Continue listening to develop your art.  How to transition from being a stranger danger in a uniform to building casual rapport.  How to develop this casual rapport into a closer rapport.  How to continue to build into a search and possibly an arrest.If you choose to rely on traffic violations and boneheads walking up the middle of the street, you will catch the low-hanging fruit.  The easy ones.  Listen to me, hone your skills on your own, and become a more effective LEO! Interview 2 of 3 with Kevin Rardin - National Guard in Memphis, TN

We’ll pin to the episode, and would love a dialogue.Memphis, TN has garnered White House attention, and not in the best way.  The beautiful city that sits at the Western tip of Tennessee, touching Mississippi to the South and Arkansas and the Mississippi River to the West, has been plagued by issues for a long time.  Kevin Rardin spent 33 years prosecuting in the Memphis courthouse located at 201 Poplar Avenue in the heart of downtown.  He then spent 6 years as a public defender.  He has worked in both Juvenile Court and Veteran's Court.Due to his time as a JAG (Judge Advocate General, AKA military lawyer) in the Army Reserve and National Guard, Kevin has an unusual knowledge of how the National Guard actually works when deployed.  What rules do they have?  How many will be sent?  What job specialties will be utilized?  What is their mission likely to be?Kevin not only knows the rules they will have to follow, but closely follows Memphis and Shelby County politics.  He has followed how other cities have utilized troops that are sent there and what Shelby County Mayor Lee Harris and Memphis Mayor Paul Young have said in public statements.Kevin has been on the news several times being interviewed as a subject matter expert.Citizens of Memphis and Shelby County:  If you want to know what to expect, look no further. Interview 1 of 3 with Lieutenant Colonel Kevin Rardin - Intro and Afghanistan

We’ll pin to the episode, and would love a dialogue.In this first interview, Kevin discusses his background and his voluntary deployment to Afghanistan at the age of 49.  During this deployment he was awarded the Bronze Star, which to those that don't know, is a really big deal and means he did something WAY above and beyond the norm.  He discusses the hardest time of his deployment, which came many years after he returned home.  Kevin has been on local news in Memphis, TN several times objectively discussing what the Tennessee National Guard can do legally while deployed within the city.Below I will post his background as written on International Organization for Transitional Justice and Peace website regarding his current activities during "retirement":  Kevin RardinMr. Kevin Rardin brings a wealth of experience and dedication to the ITJP. With a distinguished career spanning over three decades, Mr. Rardin has served as a prosecutor for 33 years, representing the state of Tennessee in numerous high-profile jury trials involving serious crimes. In addition to his prosecutorial work, Mr. Rardin spent five years as an assistant public defender, advocating for the rights of children in the Shelby County Juvenile Court. His commitment to justice extends beyond the courtroom, having served as an Army Reserve Judge Advocate for 21 years. During his service, Kevin completed a 12-month active duty tour in Kandahar, Afghanistan, where his efforts to strengthen the rule of law within the Afghan National Army earned him the Bronze Star Medal for Meritorious Action in a Combat Zone. He retired from the Army Reserve as a lieutenant colonel in 2010. Kevin’s dedication to justice and human rights is further demonstrated by his active involvement in various organizations. He serves on the board of the Memphis Council of the United States Navy League and is a Fellow with both the Association of Prosecuting Attorneys (APA) and Global Friends of Afghanistan (GFA). In 2019, he was honored with the Lifetime Achievement Award from the “Best of Bar” in Memphis. At ITJP, Kevin leverages his extensive legal expertise and deep commitment to human rights to support the organization’s mission of combating core international crimes, advocating for victims, demanding justice, and fostering lasting peace and human rights in Afghanistan. His experience and dedication are invaluable assets in the fight for justice and peace globally.
