The Empire Club of Canada Presents: Understanding Canada’s Coming Cannabis Regime by Looking South to US Join us for an intriguing event that will shine a spotlight on what recreational marijuana legalization will look like in Canada later this summer. To get a look into the future, we will bring up from the United States leading figures who can speak to experiences in Colorado and Massachusetts as well as a Canadian expert to the Club to discuss the considerations that have gone into the regime set to launch here in Canada. The discussion will be moderated by Geoff Zochodne of the National Post and should provide one of the clearest perspectives on what we can expect in Canada later this summer when marijuana becomes legal for recreational use. Lewis Koski Co Founder and Senior Director, Freedman and Koski, Former Director, Colorado Marijuana Enforcement Division Lewis Koski was the Director of the Colorado Marijuana Enforcement Division during the legalization of marijuana. Lewis is recognized nationally and internationally as an expert in formative marijuana policy. He is among a small group of government executives who have been intimately involved in the development and implementation of marijuana policy from the infancy of medical marijuana through the realization of legalization. Lewis' leadership contributions and devotion to implementing marijuana policy thoughtfully played an important role achieving what has become one of the most fully developed marijuana regulatory frameworks in the world. Lewis is currently a co founder and senior director at Freedman and Koski, Inc. where he works with government clients across the United States tasked with developing and implementing cannabis policy. He also works with ancillary companies and investment firms that are focused on helping government successfully implement cannabis policy. Lewis holds a Master of Business Administration with an emphasis on International Business and is a Doctoral Candidate in Public Administration with a focus on policy analysis and public participation in rulemaking. He also teaches a graduate level course called. The Marijuana Policy Frontier at the University of Colorado Denver. Commissioner Shaleen Title was jointly appointed by the Massachusetts governor, treasurer, and attorney general to the Cannabis Control Commission in September 2017. She co authored the Massachusetts marijuana legalization referendum and has consulted on state and local marijuana policy around the United States. Shaleen was a founding board member of the Minority Cannabis Business Association, where she led the drafting of the first state level model bill created to give states guidance to implement a process of reinvestment and reconciliation. She was also a founding board member of Marijuana Majority. Prior to joining the Commission, she was a co founder of THC Staffing Group, a cannabis recruiting firm focused on equality and inclusion. The Empire Club of Canada Presents: The Honourable Cameron Friesen, Minister of Finance, Manitoba On Keeping our Promises – Economic and Fiscal Update Cameron was first elected to the Legislative Assembly of Manitoba in 2011 and represents the constituency of Morden Winkler. Born and raised in southern Manitoba, Cameron received degrees from the Canadian Mennonite University and the University of British Columbia. Cameron later earned his education degree at the University of Manitoba and taught for 12 years in the public school system. Currently, under Premier Brian Pallister, Cameron serves as Minister of Finance, Minister responsible for the Civil Service, and Chair of the Treasury Board. He is a member of the government’s Planning and Priorities Committee of Cabinet. Cameron’s third budget, delivered on March 12th, 2018, makes significant progress in reducing the deficit, provides record tax relief to Manitoba families, and continues the government’s moderate and balanced approach. Key legislation introduced within his portfolio includes requirements for balancing the budget, red tape reduction, and ensuring Manitoba’s public services are financially sustainable. Cameron believes that Manitoba is on a strong path towards financial stability and economic prosperity, and the result will be a better Manitoba. Cameron loves Manitoba – the people, the history, the family focus, the work ethic, and the commitment to helping others. Future Directions for the Canada and US Alliance Ambassador Kelly Craft is a leader, entrepreneur, and philanthropist who has made community service and improving education the cornerstone of her career. A third generation Kentuckian, Ambassador Craft demonstrates a deep commitment to her home state by serving in several leadership roles with the Salvation Army of Lexington and the Center for Rural Development, a non profit dedicated to economic development in rural Kentucky. She also served on the Boards of Directors for the Kentucky Arts Council, the Lexington Philharmonic, YMCA of Central Kentucky, and the United Way of The Bluegrass. With a deep commitment to education, Ambassador Craft has served on the University of Kentucky Board of Trustees, and co founded the Morehead State University Craft Academy for Excellence in Science and Mathematics which nurtures the academic talents of young Kentuckians. n the private sector, Ambassador Craft founded a successful marketing and business advisory firm providing leadership advice to businesses in her community and across the country. In 2007, President George W. Bush appointed Ambassador Craft as an alternate delegate to the United Nations General Assembly. The Empire Club of Canada Presents: Vern Brownell, CEO, D-Wave Systems Inc. and James Olson, Dean, Applied Science; Prof, Mech Eng., UBC On Forging Partnerships to Shape the Future. Come Learn How Quantum Computers Are Transforming the Future and the Future Of Engineering Vern Brownell joined D-Wave as CEO in 2009, leading the company through its transition from research into the leader in the development and delivery of quantum computing systems and software. During his tenure D-Wave secured its first customers including Lockheed Martin, Google and NASA, and Los Alamos National Laboratory, and raised over $170 million in venture funding. Mr. Brownell joined D-Wave from Egenera, a pioneer of infrastructure virtualization, a company he founded and at which he held executive roles including CEO. Prior to Egenera, Mr. Brownell served as the Chief Technology Officer at Goldman Sachs where he and his staff of 1,300 were responsible for worldwide technology infrastructure. He holds an MBA degree from Anna Maria College and a BEng. degree in Electrical Engineering from Stevens Institute of Technology. James Olson, PEng, is Dean of the Faculty of Applied Science and a professor of mechanical engineering at the University of British Columbia. He has spearheaded a number of initiatives aimed at transforming engineering education in the 21st century, including efforts to enrich diversity, student work experience, and business leadership and entrepreneurship programs.
