How to Make a Turnaround in a Government Organization

I think what we are like the situation we often have is that there is buying from the very very top. We find that often it's quite hierarchical here and people all messages go in one way so you can't really take much initiative or try things your own way then becoming more customer-centered is a big challenge. I also I love the term innovation ghetto that's not one I had heard but it it's you know what I mean to imagine exactly what you need  that would make sure that we don't forget middle management in the process of convincing enough.
