Both the french and spanish navies suffered very, in the long term, real problems with the supply of man power. Although they are both maritime states, the number of people to use themaans term, following the sea as part of their career was relatively limited. The problem was particularly aggravated for the french by the royal navy blockade of the french ports which had begun inabac in 17 93. And it meant that the french navy, even when it could recruit sailors, found it really hard to teach, train, and to give french crews experience under combat conditions. Another problem was gunnery.
