Topsoil moisture in the Eastern Corn Belt is adequate for early planting. Conversely, severe drought in the Western Plains—specifically Texas, Oklahoma, Kansas, and Nebraska—is actively deteriorating the hard red winter wheat crop, a factor the panel continues to monitor closely.
