Jamarion Robinson was shot at least 59 times by two Georgia officers in 2016. His mother's initial lawsuit got thrown out. But a federal appeals court ruled a lawsuit against the officers who killed him could move forward because sovereign immunity did not extend to shooting an unconscious suspect.
