Robert W. Tomlinson, "The Influence of Foreign Wars on U.S. Domestic Military Policy: The Case of the Yom Kippur War" (Lexington, 2022)

How do military organizations learn? Robert W. Tomlinson's book The Influence of Foreign Wars on U.S. Domestic Military Policy (Lexington, 2022) covers an important instance of military learning in which the United States military systematically examined the lessons of Israel's decisive victory in the 1973 Yom Kippur War and applied those lessons towards major doctrinal and equipment changes. The book relies heavily on Paul Senge’s model of learning organizations outlined in his seminal work, The Fifth Dimension. Using Senge’s model, the book examines the Departments of the Army, Air Force, and Navy’s reactions to the Yom Kippur War and how they organizationally incorporated—or ignored—the lessons of the conflict within their force. Using source documents, including personal memoirs, doctrinal publications, and individual reflections, the book offers a vital examination of how militaries can use foreign conflicts to make substantive and necessary organizational changes. The Yom Kippur War, particularly the Israeli experience in that conflict, provided the American military a battle laboratory in which to develop new warfighting concepts and assess new weapons acquisitions. In its conclusion, the book offers a cautionary tale that suggests learning and change do not come automatically to military organizations. If they are to be successful in the future, military organizations must embrace learning structures.Dr. Robert W. Michael K. Beauchamp, "Instruments of Empire: Colonial Elites and U.S. Governance in Early National Louisiana, 1803–1815" (LSU Press, 2021)

M. K. Beauchamp's Instruments of Empire: Colonial Elites and U.S. Governance in Early National Louisiana, 1803–1815 (LSU Press, 2021) examines the challenges that resulted from U.S. territorial expansion through the Louisiana Purchase of 1803. With the acquisition of this vast region, the United States gained a colonial European population whose birthplace, language, and religion often differed from those of their U.S. counterparts. This population exhibited multiple ethnic tensions and possessed little experience with republican government. Consequently, administration of the territory proved a trial-and-error endeavor involving incremental cooperation between federal officials and local elites. As Beauchamp demonstrates, this process of gradual accommodation served as an essential nationalizing experience for the people of Louisiana.After the acquisition, federal officials who doubted the loyalty of the local French population and their capacity for self-governance denied the territory of Orleans--easily the region's most populated and economically robust area--a quick path to statehood. Instead, U.S. officials looked to groups including free people of color, Native Americans, and recent immigrants, all of whom found themselves ideally placed to negotiate for greater privileges from the new territorial government. Beauchamp argues that U.S. administrators, despite claims of impartiality and equality before the law, regularly acted as fickle agents of imperial power and frequently co-opted local elites with prominent positions within the parishes. Overall, the methods utilized by the United States in governing Louisiana shared much in common with European colonial practices implemented elsewhere in North America during the early nineteenth century.While historians have previously focused on Washington policy makers in investigating the relationship between the United States and the newly acquired territory, Beauchamp emphasizes the integral role played by territorial elites who wielded enormous power and enabled government to function. His work offers profound insights into the interplay of class, ethnicity, and race, as well as an understanding of colonialism, the nature of republics, democracy, and empire. By placing the territorial period of early national Louisiana in an imperial context, this study reshapes perceptions of American expansion and manifest destiny in the nineteenth century and beyond.Instruments of Empire serves as a rich resource for specialists studying Louisiana and the U.S. South, as well as scholars of slavery and free people of color, nineteenth-century American history, Atlantic World and border studies, U.S. foreign relations, and the history of colonialism and empire. Christof Dejung et al., "The Global Bourgeoisie: The Rise of the Middle Classes in the Age of Empire" (Princeton UP, 2019)

While the nineteenth century has been described as the golden age of the European bourgeoisie, the emergence of the middle class and bourgeois culture was by no means exclusive to Europe. The Global Bourgeoisie: The Rise of the Middle Classes in the Age of Empire (Princeton UP, 2019) explores the rise of the middle classes around the world during the age of empire. Bringing together eminent scholars, this landmark essay collection compares middle-class formation in various regions, highlighting differences and similarities, and assesses the extent to which bourgeois growth was tied to the increasing exchange of ideas and goods. The contributors indicate that the middle class was from its very beginning, even in Europe, the result of international connections and entanglements. Essays are grouped into six thematic sections: the political history of middle-class formation, the impact of imperial rule on the colonial middle class, the role of capitalism, the influence of religion, the obstacles to the middle class beyond the Western and colonial world, and, lastly, reflections on the creation of bourgeois cultures and global social history. Roger Zelazny (1937-1995) combined poetic prose with fearless literary ambition to become one of the most influential science fiction writers of the 1960s. Yet many critics found his later novels underachieving and his turn to fantasy a disappointment. In Roger Zelazny (University of Illinois Press, 2021), F. Brett Cox surveys the landscape of Zelazny's creative life and contradictions. Launched by the classic 1963 short story "A Rose for Ecclesiastes," Zelazny soon won the Hugo Award for Best Novel with …And Call Me Conrad and two years later won again for Lord of Light. Cox looks at the author's overnight success and follows Zelazny into a period of continued formal experimentation, the commercial triumph of the Amber sword and sorcery novels, and renewed acclaim for Hugo-winning novellas such as “Home Is the Hangman” and “24 Views of Mt. Fuji, by Hokusai.” Throughout, Cox analyzes aspects of Zelazny's art, from his preference for poetically alienated protagonists to the ways his plots reflected his determined individualism.F. Mark Solovey, "Social Science for What?: Battles over Public Funding for the 'Other Sciences' at the National Science Foundation" (MIT Press, 2020)

This is part one of a two part interview."The social sciences have prospered best in the federal government where they have been included under broad umbrella classifications of the scientific disciplines. … In close company with scientific areas which enjoy the prestige and status of biological or physical sciences, the social sciences have enjoyed a protection and nourishment which they normally do not have when they are identified as such and stand exposed, 'naked and alone.'"— Harry Alpert, sociologist and first social science policy architect, 1960 (Solovey: Ch. 1 lead-in)In the early Cold War years, the U.S. government established the National Science Foundation (NSF), a civilian agency that soon became widely known for its dedication to supporting first-rate science. The agency's 1950 enabling legislation made no mention of the social sciences, although it included a vague reference to “other sciences.” Nevertheless, as Mark Solovey shows in this book, the NSF also soon became a major—albeit controversial—source of public funding for them.Solovey's analysis underscores the long-term impact of early developments, when the NSF embraced a “scientistic” strategy wherein the natural sciences represented the gold standard, and created a social science program limited to “hard-core” studies. Along the way, Solovey shows how the NSF's efforts to support scholarship, advanced training, and educational programs were shaped by landmark scientific and political developments, including McCarthyism, Sputnik, reform liberalism during the 1960s, and a newly energized conservative movement during the 1970s and 1980s. Finally, he provides a balanced assessment of the NSF's relevance in a “post-truth” era.Solovey's study of the battles over public funding is crucial for understanding the recent history of the social sciences as well as ongoing debates over their scientific status and social value. In this first part of two episodes the professor takes us from the mid-1940s up to the tumultuous 1960s and the (ultimately unsuccessful) legislative proposal for a National Social Science Foundation.
