Mark Smith, Senior Fellow of Law and Public Policy and a presidential scholar at the King's College in New York City, said that the six toughest states on concealed carry permits will have to change their laws to follow the Supreme Court's latest ruling on the 2nd Amendment, which acknowledges Americans' right to "bear arms," meaning, "the right to carry them outside of the home, in public, in anticipation of a confrontation with a criminal or other person that threatens your life or the life of your friends or family."
