Fri-Jan-6th Hour 2: How long does it take to remove debris from the 401 so that traffic can start flowing after an incident?

A truck crashed into a highway sign sending it crashing down on the 401 but it appears it  is going to take several hours for the mes to be removed so that drivers can use it again.  Why can't we  have a law like in Florida where major highways must be cleared in 90 minutes?!
