It's a spectacular spring in the nation's capital, but Congress has fled the city after showing they're incapable of consensus when it comes to funding the Homeland Security department.   President Trump says he'll use other means to pay TSA officers until an agreement is reached, but will that be enough to ease the long security lines at some of the country's busiest airports while the House and Senate are out of town for the next two weeks?
