Derna a port city in eastern Libya, lost over 11 thousand of its citizens on the 10/11 of September when a wall of water swept a large part of the city. The immediate cause of the disaster in Derna was the catastrophic failures of two dams. The longer-term cause - was the ongoing failure of the Libyan state.
