Welsh: Market has broken through resistance, which gets us closer to this rally's end

Jim Welsh of Smart Portfolios said he expects the market to reach a near-term high -- propelled by a window-dressing rally as fund managers try to make their portfolios look like winners with moves at the end of the first quarter -- but that the optimism that comes with that move will also bring about the rally's end and lead to a modest pullback. After that, he believes the market's direction is likely to be determined by the outcome of trade concerns in China, Europe, and England.
