The North Koreans clearly have a degraded conventional capability. And knows that a rock and US conventional superiority setting aside nuclear weapons is pretty obvious on the peninsula. So missiles are partly the key to having some kind of deterrent. But you're also right that during certain phases, the resumption of testing might have been to try to get American attention refocused so you could get back to negotiations.
