The language clause of the active union is a very controversial way in which this is done. It ensures that those individuals who need to implement the union will do so through the medium of English. In practical terms, you're dealing with a population which in many places is 90 to 95% monoglot. And so this could potentially be a recipe for terrible oppression by an alien class but it simply doesn't happen that way. But I don't think we should lose sight of the fact that this was a genuine sort of Welsh state-state at the time.
