The Importance of Predictability in Weapons
The crucial condition that makes these expensive weapons worthwhile is this predictable outcome. When you start getting three, four, five, six different animals in the fray, everything starts to break down. That sort of safety factor that you get from deterrence won't work when it's too complicated. We're safer with big weapons if those really big weapons are honest signals of who's likely to win a fight. It requires the biggest, most deadly weapons also being so astonishingly expensive that only the superpowers can afford them.
