The Importance of God Sending a Messenger
There is an interesting possible alternate translation here for one of these phrases. The Hebrew for Moses sending messengers and the Hebrew for God sending an angel is exactly the same. So if your translation has angel, that's certainly a possibility. But there's also a chance that actually this angel in verse 16 is a reference to Moses himself.
