The Volker Shock marks an end to a big widespread well organized movement, centered in the Black Freedom movement. It's unclear whether Volcker thinks about this much at all. Even if we don't think there's individual bad intentions, there's still a really good representation of financial interests. The US central bank is like this big elephant that's just crushing a lot of stuff underfoot,. Some of which it knows about and some of which it doesn't.
