The Role of Audits in the Crackdown on Corruption

There's certainly the possibility that this crackdown on corruption could simply be a matter of consolidating state power. A study by Ben Olkin essentially randomized the oversight of 700 or so road building projects in villages in Indonesia. The punchline from the paper is the community oversight villages had just as much money lost to leakage as the villages where nothing was done at all. Whereas leakage was about a third lower in the audit villages.
