Khuruj and the Muktadiya

In Sheikh Rabbi, Al-Mant al-Haili Shah of Akhiz, Toharaziyyayim, 0.21 mentions we don't make take fear of the people of the Qibla based on their sins. He says it is not permissible for anybody to fight the Sohban or do Khuruj against him and whoever does this is a Muktadiya who is upon a path other than the Sunnah. Immediately after this, he says fighting the Khawai Ridge and the thieves is permissible. So what is that show? Yeah, it shows the two parties here. It supports my argument. And I'm going to expand on that
