Administrative bloat at Rutgers has been a drain on resources, says former president Bob Barci. This situation came to a head during the pandemic when there were almost no teaching faculty involved in any of the critical decisions made around COVID-19. "It's a battle inside our university but it's a battle across all universities who makes decisions why and how and towards what ends," he said.
