What's the Conspiracy Theory of Pearl Harbor?

There were nine investigations of pearl harbor in the united states, including a massive, long congressional investigation that took months. No evidence was ever produced. All these people went to their graves possessing the greatest secret in american history and not telling it. So just on a simple logic sense, how would roosevelt have tulled this off and kept it a secret that he knew he couldn't? Just defies human nature.
