Is It Dangerous to Drink or Not?

Not a single word, not a single positive word, has been said about drinking or intoxication by any government leader. It's always been this is dangerous at best. So i would ask you, if i'm a university administrator or the president of the united states, or, tits make it even harder, a general in the us. What should i say to the people about whether they should drink or not? I o think so t was just a sop to his troops. But he at least he couched it in terms of moraleid hella, yet, the morale of troops.
