The Evolution of the Chinese Halt on Climate Change
China is the world's largest emitter and their development is heavily reliant on burning very large amounts of coal and oil. For a long time they were concerned that if they admitted that it was a national security threat or even just a threat that everyone should be asked to equally address that they would have to change their behavior. New Zealand recently put out, I think it was a white paper on climate change as a national security issue. They are pretty much in lockstep with the US military's view. The Russians see enormous benefits from climate change including increasing agricultural land in their country. But I don't believe although again I'm not an expert that they have embraced climate change asa national security threat
