You need to have a mechanism to formally address all of these components of the sale of water out of an acache in particular. And markets are often driven by the same cultures that make up whatever the government is, and governments aren't as organized as people think they are. But at the same time, like markets are not this decentralized utopian alternative to the centralized state.
