The moon in traditional astrology occupies the threshold between the sub-luninary world and the supernal world. In Meditations on the Tarot, it's just that Meditate comes up with a very novel interpretation of how the lunar manifests in the modern world. The moon card is an image of stagnation or of standstill or of incubation. A lot of neoplatonists got their crazy visions through the practice of incubation which is something that modern philosophers have completely forgotten. So there's this weird reversal that everything is going backwards like rain falling upwards and the crayfish is moving back into the pool.
