The Armistice and the American Principles
The people who were there were basically delegations from the countries that have been at war. And more particularly, the outstanding country that's not represented is e soviet russia. Will probably come o more onto that later on, but that that's key. Contrast with the congress of vienna back in 18 14, 18 15, when russia had been a major participant. In 19 19 20, the russians were not at the table. So event the first o war had technically ended in an armistice. The germany are very much being treated as defeated powers at the conference.
