The Most Complicated Auction in History

Radio spectrum is used to carry wireless data. The most intensive uses are a wireless data that's used by your tellphones and another relatively intensive use, television broadcast. In contrast to previous auctions, we didn't know how much spectram we were going to be selling to the mobil broadman companies. It depended on what prices the television stations would charge to give up their own license rights. So the quantity wasn't fixed in advance. We had to figure that out in the auction.
