The Pre-Civilization of Man
Government is fundamentally an instrument of what I call pre-civilization. In the long sweep of history, man's survival was based on violence. If you wanted any kind of wealth, by the way, the way to get it was to take it from somebody else. civilization arose and required a different way of looking at things. It required myths about how you get along with other people because you had to live with others. Treating everybody as you would want to be treated is the rule for civilized capitalism.
