The town or city as perhaps the most benign form of government. It's far more likely for a common resident to be personally acquainted with the mayor, compared with a member of congress or the governor. And you know, same is true for towns that do have an origin story that's less than noble and whose government might be staffed with folks who do not have the best interests of all citizens in mind.
