China is misreading the value of North Korea. The Chinese perceive it as a threat independent of their own precipitating behavior. It's interesting that North Korea has frequently sought to send signals of resolve and effect by undertaking legal reforms. This was still in a period when, you know, there was at least some possibility you could have gotten back to talks.
