The last attempt at a central bank, as i mentioned, andrew jacksond at the congress, had disbanded it in the 18 thirties. There were a couple of that went up in the pre civil war period. What lincoln did instead, this was, it was a real third rail, and with anti slavery in his hands, he didn't want another one. He set up a system, a national system of nationally chartered private banks. They would all issue the same currency.
