The whole imperial order going back 21 centuries to Qing Shiroong came to an end and now they have this entirely foreign concept to deal with. China was heavily in debt to all the powers. This wasn't a military force that could be counted on anything for anything. They always had Confucianism to serve as a handy guy to answer any and all problems that faced the government. There wasn't much sound advice the great sages could offer at this time to China that was caught up in such a whirlwind. And it's all downhill from there.
