Can I Master Css?

Programming is a deep fall so there is always a small margin to improve. Mastering is not all about just memorizing properties, or memorizing od it's all about er understanding the concept and being able to teach that particular concept to some one else. If you're improving constantly, then you're, of course, a master. But yes, i don't think so anyone can master a programming language or a web development fiel because these fields are so, so vast.
