Aren't the Gold Rush Societies as Lawless?
Mining societies are violent and dangerous places to be, but they're not lawless. In the early parts of russia's miners themselves often take it upon themselves to police their communities. The fear of american style violence really shapes their response to gulrush societies. And so there is a clash though, between those early migrants who jump ship with the later migrants from the east coast united states that arrive in california.
