The Peace of Illusions

The United States has used NATO to establish American hegemony in Europe, North Africa and Libya. There's been a lot of talk in the last week or so about creating a East Asian NATO to contain China. The old balance of terror that kept the peace during the Cold War has been transformed. And then how did the Russians perceive this? Do we no longer have mutually assured destruction to protect us?
