The i c c is a treaty court, and it only has jurisdiction over states that have ratified the i c c treaty. The security council has come to an area of di unction similar to the disfunction we experienced during the cold war. We're seeing an increase, not a decrease, in criminality globaly, in the commission of atrocity crime. It's certain that we haven't solved the problemthat.
