Is It True? Before Is It Harmful?

With any kind of ethical question, we don't look at perceived harm from some ethical doctrine and then evaluate whether that ethical doctrine is true or not. We ask the question first, is it true? And then we can kind of wrestle with some possible harmful implications that we see people having with this ethical teaching.
