The Importance of Understanding Regulation by Enforcement
A lot of the recent debacles wouldn't have happened if there was a comprehensive set of regulations to say, okay, you can do this this way. What that has evolved into is something called regulation by enforcement. It's very frustrating because we don't know what the rules are. We don't know if we're breaking the rules or not until after the fact. And it's a very expensive and difficult way to run a business.
