The Filibuster and the Politics of Politics
The filibuster was considered a benign tool during this period. Now you have extreme polarization where one party is principally invested in protecting the interests of a reactionary, conservative minority faction. This wasn't the way it was meant to be. Nobody ever made a conscious decision to make it this way. And that's why i think there's no reason to change because we sort of backed into this terrible state of affairs.
