In 15 29, for example, several regional commanders at the port of wenjo were banished into exile when it was found that they were acting as intermediaries with the pirates. Subsequently, the emperor issued an order that the local authorities were to immediately seize and destroy any and all large seafaring vessels that those influential families could be using to foster illicit overseas trade. Yet when the officials moved almost certainly very slowly, perfunctorily and half heartedly to comply with the imperial edicts, the powerful families and businesses resisted and simply refused to comply or co operate. After what one must imagine to have been a commedically lazy shrug of, well, what you going to do?
