How Can Saint Louis Get the Network at Once?

Many rail expansions have tended to benefit white, affluent communers and come with opportunity costs for investing in a network. As i stand there would be several majority black communities that would benefit from this plan. But we've seen many times rails pursued at the expense of frequent, speedy, bust service that brings tangible benefits to writers. So how can saint louis get the network at once and serve the people who truly need public transit?
