Drug Decriminalization

Decrimnalization removes the criminal penalties, but it doesn't allow for a legal, regulated supply. We're not talking right now about a legu regulated supply. That's not what dcriminlization does. I don't know what the model looks like, but something has to change because we have thousands of dead people and tons of wasted resources.
