The Importance of Assessing the Risk of Coercive Control

Criminalising coercive control to me is about reforming an old law that doesn't work. When police arrive at a callout, they need to be assessing the perpetrator's pattern. You need to get a sense of what has been happening in months and years leading up to this. The perpetrators who've been arrested in Scotland are 96%. In England and Wales, it's 99%. So you will still see women being arrested for it. That's what we should expect. But when you look at the whole pattern of behaviour, it's much harder to misidentify victims as perpetrators.
