There's a big problem with that approach when there's a lot of learning required for the team you're going to work in. At PIBE Drive, they found that the optimum for them is about 20 to 25 people. With this number of people, the amount of stuff that they are responsible for together is not too much to swap things in and out of memory. So it's better to take the hit and figure out how to do dynamic re-teaming well instead of just forcing people to work on one long lived team.
