The French had a long tradition in colonial terms, I mean stretching back certainly to the mid 19th century. It was this kind of bound up idea that the French could go and start colonies and really dominate local areas because they were bringing their great bounty of French civilization with them. In practice, in places like Equatorial Africa, you know, there were very, very few teachers throughout the 19th and early 20th century. So when it's first conceived then how feasible is this railroad?
