How Are These Sanctions Really Going to Work?

How are sanctions in general supposed to work? What do the governments that apply them hope to accomplish? And then how are they, in reality, working? So that's one of the big questions right now. There is a lack of willingness at this point to formulate clear goals for what these sanctions are meant to do. These sanctions also allow people to project their own pet theories of political change onto government.
