When the air raid drill went a lot of the americans thought it was just a routine. It was a sunday morning drill to catch them unawares, though a little bit sleepy. That assumption was shattered by the explosion of a torpedo that flooded the forward engine room of a light cruiser, a raley. So there's now great confusion. Sailors aren't sure if it's a drill, if it's an attack. And then explosions begin to tell them this isn't a a drill. There was very little that they could do.
