In order to fight wars, you have to have people who are willing to fight them. And grudging and reluctant conscrits make the worst sort of soldier. There is a much more conscious effort in some cases to create cultural conditions which make people more willing to fight. We see it in attempts to impose their own view that ukrane is not really a country on to the ukranians. But also directing towardsyou yourself. So is weaponizeng in an aggressive way, but also building up your own resources for the war.
