Albania became a sovereign state when the elites inside the country realized that the ottoman empire was about to collapse. The crucial moment of albania becomes independent, or declares independence unilaterally, in 19 12 and it gets recognized slightly later. And i think the most plausible general story that one can tell is one of integration within the scand of wider structure of the ottomon empire. But there isn't really one definition of what this unit is. Nd then at some point it gets partitioned and serbia lays claim to the territory as part of these questions of history and symbolism.
