The actual California ban on new gas appliances doesn't go into effect until 2030. It's not an outright ban there either, the state simply says that anyone building a new home in California has to build the electrical panels and circuitry necessary to support all electric appliances. There are all kinds of like political reasons for that. But there is a practical reason too, which is that California gets a lot of earthquakes. And residential gas lines pose a particular hazard during earthquakes.
